A ballot measure that would make it a misdemeanor to circumcise a child, except for medical reasons, has garnered more than enough signatures to make it onto the November ballot in San Francisco, organizers claim. 

The initiative, which is titled "Prohibition of Genital Cutting of Male Minors" would make it illegal to "circumcise, excise, cut, or mutilate the whole or any part of the foreskin, testicles, or penis of another person who has not attained the age of 18  years." A snipper could face a fine of as much as $1000 or imprisonment in county jail for up to a year. 

Tuesday is the deadline for submitting the signatures. Lloyd Schofield, a retired hotel credit manager who is leading the signature drive, says that supporters have gathered 12,251. According to the San Francisco Department of Elections, 7,168 signatures are needed to qualify an initiative for the ballot.

Supporters plan to submit the signatures to the Department of Elections today. The Department of Elections has 30 days to review the signatures and determine if the measure qualifies for the Nov. 8 election, the Examiner reported

"Just as women are protected from forced genital mutilation, men ought to have the same right," Schofield said. 

While circumcision is somewhat on the decline as a practice in the United States, it remains nearly universal among American Jews, and the measure has enraged many members of the Bay Area's Jewish community, the Bay Citizen reported
