Oakland Voters Reject Controversial Parcel Tax

Measure I, Oakland Mayor Jean Quan's proposed parcel tax, failed to pass in a special, vote-by-mail election.

Sixty-two percent voted against the measure, which would have given the city an additional $60 million per year.

Quan unveiled the measure in April as one of the pillars of her comprehensive plan to shore up the shrinking police department and restore city services. But early on, likely supporters backed off the initiative, including the police union and Quan herself, who spent less time campaigning as Occupy Oakland demanded more of her attention.

The two other measures on the ballot were also defeated by voters. Measure H would have made the city attorney an appointed position, and Measure J would have allowed City Council members to delay the deadline for fully funding a retirement plan for police and firefighters.

In a statement released Tuesday night, Quan said the failure of Measure I means the city will not be able to restore full-day service to senior centers, add tree and road crews or upgrade Internet access at libraries.

Quan also said "probably the most critical impact" is that the city has no money to fund a police training academy as officers retire or leave the already-understaffed department.

"The City finances remain very fragile," Quan said. "I will continue to work with the community to find new ways to generate revenue including economic development projects and attracting new businesses to Oakland."

When politicians back away from their own legislation, that is a very, very bad sign. It means their mojo is nomo.

I think the bigger "sign" is the fact that all of the rats are jumping ship. Quan managed to drag a bunch of people along on her coattails: the patronage folk, the unions - hell, even her husband and daughter. Well now that the spotlight is focused on her she has been exposed for the incompetent hack that she is. Sorry, Jean, you really do need to resign. If you truly - TRULY - love Oakland, you'll do what is best. And what's best is for you to realize that you have lost the support of every single individual and group that gave you any power in the first place. No power, no purpose. Get out.
